Joint Defense Council

1. Reviewing and renewing the League of Arab States' military defense pact incorporating the following documents:
a. Joint Defense and Economic Treaty (1950)
b. Arab Charter on Human Rights (1992)
c. The Arab Convention for the Suppression of Terrorism (1998)
2. Addressing the challenges of achieving political stability in areas controlled by insurgent groups
3. Reevaluating the participation of member states in the Nuclear Non-Proliferation Treaty in light of changing regional security situations
4. Finding regional solutions to common security and defense problems that affect the stability of all member countries, to include border security, piracy, cross-border interventions, and arms trafficking

 

Council on Palestinian Affairs

1. Creating measures to support the economy in the Gaza Strip and West Bank in order to reduce dependence on Israeli goods and services
2. Addressing the international exploitation of political disagreements among Palestinian groups and promoting international acceptance of Palestinian political processes and outcomes
3. Defining the "Right of Return" for the Palestinians as part of any negotiated peace process in the region
4. Examining the future of Al-Quds/Jerusalem as a political capital, and protection of access to all holy sites

Council of Arab Social Affairs Ministers

1. Defining benchmarks for the implementation of the 2005 "Human Security Now" report in the Arab states
2. Addressing family planning and health education concerns in the Arab states, with particular emphases given to the threat of HIV/AIDS and rapid population growth
3. Establishing common standards regarding the rights of children, women, the elderly, and other vulnerable populations in the areas of education, labor, security, human trafficking, and ensuring protection during times of conflict
4. Considering the role of Arab and international non-governmental organizations [NGOs] and civil society organizations [CSOs] in League of Arab States activities

 

Council on Political Affairs

1. Reviewing questions of extradition between Arab League member states and repatriation for citizens of Arab League member states held in foreign detention facilities
2. Exploring means of enhancing the degree of popular participation in member governments
3. Considering the application of the "Five Principles of Peaceful Coexistence" to the Arab League and its members in the first years of the new century*
4. Meeting the challenges to stability and regional security posed by extra-governmental political violence

Council of Arab Environmental Affairs Ministers

1. Developing a system of environmental sustainability consistent with Arab culture and traditions
2. Assuring fair access to water resources among member states
3. Considering the impact and the future of alternative energy sources on oil-producing and non-oil-producing members of the League
4. Establishing contingency plans for environmental protection and clean-up in the event of an environmental disaster due to conflict in the region

 

Council of Arab Economic Affairs Ministers
(only at select models)

1. Examining the short-term and long-term effects of rising inflation on political and economic stability among member states. Considering coordinated measures to limit inflationary pressures.
2. Reviewing the progress of the Greater Arab Free Trade Area [GAFTA] agreements and considering the next steps in regional economic cooperation
3. Considering the effects of labor migration, among member states and from non-member states, in the long-term economic and political development of the Arab world
4. Reexamining the effects of foreign direct investment inflows and outflowson in member states and their economies
[Sovereign Wealth Funds]

 

Special Summit of Arab Ministers of Justice
(only at select models)

1. Reviewing the  laws of intellectual property rights in light of emergent international standards and in relation to the Arab world's place in a global economy
2. Examining issues of freedom of information, especially intellectual freedom and media independence, in the context of Arab society
3. Considering the domestication of international human rights treaties to which Arab League member states are party
4. Reviewing the position of member states with regard to the existence of the International Criminal Court and its actions

 

Arab Court of Justice
(only at select models)

1. Somalia v. Oman (representing coast guard operations) regarding capture at sea and international piracy.
2. Morocco v. Yemen regarding the minimum age of marriage for women and girl children.
3. Tunisia v. Libya regarding environmental pollution resulting from oil and gas leases in the waters off the coasts of Libya and Tunisia.
4. Republic of Iraq v. Kurdish Regional Government regarding the status of Kirkuk.  [Note: for purposes of this case and this case only, and with the agreement of both parties, who seek a legal ruling to settle their dispute, the Arab Court of Justice has granted standing to the Kurdish Regional Government.  Such standing does not prejudge any question of Kurdish sovereignty or the region's status in any Iraqi federal government.
5. Request for an Advisory Opinion Regarding the Status of Territories and Diplomatic Recognition. Should Arab States Grant Recognition to Somaliland?

    Parties:

Djibouti: Advocating diplomatic recognition of Somaliland.

Jordan: Opposing diplomatic recognition of Somaliland.

6. Optional CaseThis case will be argued at the National Model Arab League [NMAL] and may be adopted by regional conferences, if they so desire.
Request for an Advisory Opinion Regarding Political Terrorism. Can political parties be banned because of alleged involvement in terrorist activities?

    Parties:

Egypt: Seeking to have Hizbollah declared a "terrorist organization"

Lebanon: Supporting the right to form associations and opposing the use of the label "terrorist" with regard to political parties.
